Jay Z made Rep. Barney Frank shake in his shoes on 'Real Time With Bill Maher.'

In speaking about inner city crime, Jay, who's made no secret of his crack-slinging past, got candid, clever and eloquent -- exactly what you'd expect.

"I don't really want to scare America," Hova said, "but there really is no middle class." After a brief applause break, he continued, "So the gap between the haves and the have nots gets wider and wider -- let me finish this point, because I do want to scare them a little bit," he chuckled.

"It's gonna be a problem that no amount of police can solve. 'Cause once you have that sort of oppression and that gap is widened, you know, it's inevitable that something's gonna happen. Period."

Frank chimed in, "I agree with you about that, but that doesn't mean you don't need the police in the short term." Frank then went on a tangent about increasing policing in black neighborhoods, to which Jigga grinned slightly, "More jobs would be better than police -- you wouldn't need police."

When Frank tried to argue that in the meantime people in public housing need more police, Jay wasn't having it, but nor was he getting worked up. He said simply, "They deserve to get outta there. Public housing was a temporary stop," he said, "I grew up in Marcy Projects. Public housing was a temporary stop until you got yourself together and moved on."

Basically, Jigga and his fellow panelists slayed poor politicians everywhere.
