So the NYPD came up with a new program called "Help A Cop" and they're handing out $500 to any citizen that lends a hand.

This is either a great idea or the worst idea that you can think of. The concept is OK, but do you really want a random stranger grabbing a suspect and potentially putting themselves in danger because the officer can't handle the suspect?

How about this, instead of giving citizens $500 dollars to help, why don't we just get our cops in better shape. Let's invest in a better gym at our local police station, get a Brazilian Ju Jitsu coach and get our officers in shape! Stronger cops equal easier arrests (I think).
