Is this going to far? Why isn't this considered assault or police brutality? I understand pepper spray is non lethal but it still hurts like hell! Even spitting on someone is considered assault, this I don't understand.

What I still don't understand is why couldn't they just put them in hand cuffs? Did the officer just have this urge to pepper spray innocent students or what? check out the video and tell me what you think.
